One of the most frequently used customs procedures in Poland is export. It is a legal term for goods exported outside the European Union. It will therefore be a shipment of goods to Ukraine, Switzerland or Norway. The situation is similar for transport to other EU countries, but through the territory of a non-EU country, or in the case of water and air transport. Such shipments must be cleared by export customs.
In the case of export, no customs and tax fees will be charged, but all formalities must be completed. However, it is not easy. It is very easy to make a mistake in the maze of complicated regulations and unclear instructions. Incorrectly classified goods or the lack of a document may not only significantly delay the export clearance, but also result in a penalty notice. For this reason, it is worth using the help of experts.
All goods leaving the territory of the European Union must be cleared for export. A simplified check-in procedure is only possible for packages sent by individuals with a value of up to 22 EUR. This means that each entrepreneur will have to deal with full export customs clearance, regardless of the value of the export or the type of goods.
This involves additional formalities, in particular, the notification of the goods through the appropriate form, to which additional documents should be attached. How is this procedure performed?
From the point of view of an economic operator exporting goods outside the EU, customs clearance consists of several steps:
Although the whole procedure looks quite easy, the first problems arise from the very beginning. In order to export goods to countries outside the EU, it is necessary to register with PUESC, i.e. the Polish Platform of Electronic Tax and Customs Services. On this basis, an EORI number is obtained, under which a given exporter will be identified throughout the European Union. This means that without the above-mentioned number, it will not be possible to export the goods.
Basic documentation that you should collect before completing the declaration to the customs office includes:
The application must be completed in the electronic system. It is recommended that the documentation be completed by an agency specialized in tasks such as Embetim. This will avoid errors and ambiguities that may hinder export customs proceedings.
After the goods have been exported outside the European Union, the export procedure is closed by the customs office, and the confirmation of this event is sent to the exporter.
As a general rule, the declaration of exportation of goods should be in electronic form. The appropriate form should then be sent to the AES / ECS2 system, where the e-Export service is available. This form applies to both standard declarations and the simplified procedure.
However, other forms of filing are also possible. The paper form is acceptable in the event of system failure and by travelers. In some cases, as defined by EU Regulation 2015/2446, it is also possible to report or perform other activities.
In the case of standard export of goods outside the EU, carried out by Polish enterprises, it is necessary to register in the system, obtain an EORI number and send electronic documents to the system.
It is not an easy task, so it is worth having the support of professional customs agents. The Embetim Agency employs only specialists who are well-versed in the correct completion of this type of documents. By using our help, you will certainly not make any mistakes when submitting your application. In addition, we will also advise you on the optimal method of export.
In the case of export customs clearance, it is important to complete all formalities. They can be made without the participation of the goods themselves, which means that the clearance time at the border itself is very short – it consists in presenting the relevant documents.
However, the formalities themselves can take days or weeks if the application is completed incorrectly and needs to be corrected. First of all, the time to collect all the required documents may be longer if the transport company does not know what attachments are necessary in the case of a declaration. Therefore, it is worth contacting a specialist at this stage, who will indicate what documents should be collected. Then fill in the application and send it to the system. For a skilled agent, it is several minutes of work, for beginners, even a whole day of searching for the right recipes and other important information.
Then wait for a reply, and after receiving an electronic confirmation of passing the clearance, you can cross the border and complete the export customs clearance procedure. At this last stage, however, it may turn out that the goods do not agree with the completed application due to some mistake made at an earlier stage. In this case, it will be necessary to write a correction of the declaration, which will result in significant delays in transport.
For this reason, it is better to hire an agent from Embetim who will handle the whole matter quickly and efficiently. You will be guaranteed no errors, and the check-in itself will be carried out quickly, without undesirable delays.
In the case of export outside the European Union, it is also necessary to know the legal provisions in force in the importer’s country. Failure to comply with such formalities may result in failure to pass the import clearance procedure and return the goods.
Exports to Great Britain can generate big problems. Until recently, it was a member state of the European Union, which involved a very simplified procedure for the carriage of goods. Currently, however, new legal provisions are in force in this area. An example is the obligation to register in the GVMS system, which has been operating since January 1, 2022. Constantly introduced changes require extensive knowledge of the legal procedures in force. Our customs agents closely follow all changes and are always able to determine the currently applicable procedures.
Major changes are also taking place in the field of trade with Iran. Here, too, we are constantly up to date and we can provide you with comprehensive assistance in exporting goods to this country. It is worth relying on a proven team of specialists who will ensure the safe transport of goods without any problems with documentation.
If the goods are exported outside the European Union, a declaration of such intention should be submitted electronically. Each shipped goods must have appropriate documentation that facilitates the import procedure in the destination country.
No duties or taxes will be charged at the time of export customs clearance. All goods exported outside the EU are subject to zero VAT.
If you want to export goods, you must register in the electronic system. Each such enterprise is assigned an EORI number. It is a customs identifier valid throughout the European Union. When dealing with any matter in an EU country at the customs office, this number should be given.
In the case of the export of goods, the export clearance consists mainly in completing all formalities and completing the appropriate forms.
It is possible, but in doing so you run the risk of making a mistake. It may result in the requirement to introduce corrections, and even the goods not being passed across the border. Therefore, it is a good idea to hire a specialist from Embetim for this purpose to prevent unwanted delays and problems.
